In particular, why does this forum allow people to edit posts from weeks ago without any kind of note?  Even after it has been read and discussed many times.

If you mouse-over the post's timestamp, it will tell you the time and date of the last edit (if there was one).

I'm also not sure why you find this so objectionable, but I suggest you get into the habit of quoting people in your posts.

I can't seem to reproduce this.
When I hover over one of my posts (which has been edited indeed), nothing happens.

I can't seem to reproduce this.
When I hover over one of my posts (which has been edited indeed), nothing happens.
If the post was edited less than 5 minutes after the posting then it's not shown
