Strange question I know. What is the best method these days to send someone fiat money . One person to another instantly ?

Cash, in hand, from person A to person B.
Other than that, I recommend Bitcoin :).
You could just buy some Bitcoin and have it sent straight to his address, then the other person can just sell it for some fiat money, same day.

For large amount, the best way is wire transfer.
For small amount, use internet banking or paypal etc.

Payza is accepting bitcoin now, you can deposit btc and send it to other person's payza account which he/she can withdraw in their bank in their local currency.

Western union is also good for sending fiat anywhere in the world if you don't mind their fees. Some other good ways are Wire transfer, Visa money transfer etc.

in fact, ripple is good, confirmed by several global large gateway, so shorter time than bitcoins. but bitcoin has the more liberty

There are a lot of factors. If its to someone, in the same country, then Bank Transfer should be fine. If its someone in a different country, then maybe a  Wire transfer or Bitcoins.
For smaller amounts, you could also just use Paypal.
