If none of that exists, you'll have a tough time getting him a scammer tag. I don't remember if it was senbonzakura who couldn't get a scammer tag for someone because he did post a repayment address, so there was no proof the guy didn't really repay. All that stuff must be made public, or at least verifiable on the persons PM's I think.
