Patrolers can handle Newbies' posts and Global Moderators & Admins can handle everybody's posts. The main reason is we need patroller in our local board. I have reported one post from newbie six hours ago, He said scamming and steal money from people outside Indonesia through ponzi is legal. But I saw that post hasn't been deleted. John is offline for some weeks now. According to OP, there is no one who knows Indonesian and can be a moderator. You should create a topic in the Russian section to discuss whether a new moderator is necessary and, if so, who the new moderator should be. (Do not take a vote, though.)
