It's a pure ponzi.

1AFjgfnUhAYp4eh2GhbbLkCXY5xK25qJmQ sends 0.04 BTC to 15VtSFggB1UkVT6zEVneDGYJV7H6AJcacW which sends 0.0399 BTC to 1DXxLzocfWXTHVYv4MTai4LLtXZgcJDknZ which sends 0.0005295 BTC back to 1AFjgfnUhAYp4eh2GhbbLkCXY5xK25qJmQ.

According to WalletExplorer, 1DXxLzocfWXTHVYv4MTai4LLtXZgcJDknZ, 1HR8oRzocY7PVu1CyKmne2z8BBQyyr8p1C and 19g9exzmtJ2sQbBBB3x2PiY9pReVCm8HqA all belong to the same wallet (block chain analysis also confirms that). (http://www.walletexplorer.com/wallet/611b73897b839936/addresses)

I assume that is someone's BTC address though?

now that you have posted it freely on Bitcointalk it will most likely be hit by dust for advertising.

All addresses are public anyway so it makes no difference if they're posted. If someone wants to send advertising dust, they don't need to harvest addresses from forums, they can get those addresses directly from the blockchain or a blockchain website which would be so much more efficient.
