Beijing to evict 1.5 million for Olympics

(Reuters) - Some 1.5 million residents of Beijing will be displaced by the time it hosts the 2008 Olympics, many of them evicted against their will, a rights group said on Tuesday, prompting a sharp denial by China.

The Geneva-based Centre on Housing Rights and Evictions (COHRE) said residents were often forced from their homes with little notice and little compensation, as the government embarks on a massive city redevelopment to accommodate the Games.

"In Beijing, and in China more generally, the process of demolition and eviction is characterized by arbitrariness and lack of due process," the group said in a report.

After demolition, inhabitants were often "forced to relocate far from their communities and workplaces, with inadequate transportation networks adding significantly to their cost of living," the group said.

Beijing's Olympic organizing committee and China's Foreign Ministry said the report was groundless and the figures vastly inflated, with only 6,037 people displaced since 2002 for the construction of Olympic stadiums.

"During the process, the citizens have had their compensation property settled. No single person was forced to move out of Beijing," Foreign Ministry spokeswoman Jiang Yu told a regular news conference.

Across China, battles between residents and property developers have become commonplace as breakneck development swallows up swathes of rural land and as cities raze sections to make way for skyscrapers and shopping malls.

Being arrested in Chicago for, say, drug possession or assault gets you sent to the Cook County Jail to be fingerprinted, photographed and X-rayed. You’ll also get help applying for health insurance.

At least six states and counties from Maryland to Oregon’s Multnomah are getting inmates coverage under Obamacare and its expansion of Medicaid, the federal and state health-care program for the poor. The fledgling movement would shift to the federal government some of the more than $6.5 billion in annual state costs for treating prisoners. Proponents say it also will make recidivism rarer, because inmates released with coverage are more likely to get treatment for mental illness, substance abuse and other conditions that can lead them to crime.

“When someone gets discharged from the jail and they don’t have insurance and they don’t have a plan, we can pretty much set our watch to when we’re going see them again,” said Ben Breit, a spokesman for the Cook County Sheriff’s Office.

The still-small programs could reach a vast population: At the end of 2012, almost 7 million people in the U.S. were on parole, probation, in prison or locked up in jail, according to the federal Bureau of Justice Statistics. About 13 million people are booked into county jails each year, according to the Washington-based National Association of Counties.

Obamacare replaced a hodgepodge of state requirements that typically excluded childless adults from Medicaid. The 2010 law opened it to anyone making less than 138 percent of the federal poverty level, about $16,000 for an individual. In the 25 states that expanded the program under the Affordable Care Act, eligibility extends to many of the people most apt to be in jail or prison, said Fred Osher, director of health services and systems policy for the New York-based Council of State Governments Justice Center.

As of January 3rd, the EPA banned about 80% of the wood-burning stoves and fireplace inserts in the United States. Stoves which are used to heat 12% of the homes in America and are especially needed in outlying rural areas. Fireplaces are also being looked at.

The EPA is attempting to reduce particle pollution with new rules. Instead of limiting fine airborne particulate emissions to 15 micrograms per cubic meter (μg/m3) of air, the change will impose a maximum 12 μg/m3 limit. That is equivalent to a person smoking 3 to 4 cigarettes in a small confined space.

The draconian EPA regulations will be spread out, one will take place in March and the next in five to eight years. Stoves currently in use will not be affected but obviously, getting them repaired will become more and more difficult.

They haven’t yet gone after outdoor appliances or home heating appliances, but can they be far behind? Will people be able to heat their homes in a future controlled by extreme environmentalists?

Even fireplaces are being looked at though not included yet. They are part of the future research.

Forced air furnaces will also face drastic cuts and are headed for extinction over the next five years unless they meet near-impossible limits to their emissions.

The ruling will “require efficiency and carbon monoxide testing and reporting, which will provide consumers additional information to help them select the best wood heater for their homes,” which will cost sellers and home owners time and money as they face an unbending bureaucracy overseeing these simple devices.

Some local governments in some states have gone further and banned stoves as fireplaces, placing fines on users. Montréal, Canada has banned them altogether. It gets pretty cold there but they don’t care.

The Attorneys General in Connecticut, Maryland, Massachusetts, New York, Oregon, Rhode Island, and Vermont, strongholds for far-left Democrats, have filed suit against the EPA demanding wood-burning water heaters and outdoor wood boilers also be included. The extreme environmental group EarthJustice also filed suit.

Senators David Vitter (R-LA) and James Inhofe (R-Okla.), along with Rep. James Lankford (R-Okla.), Chairman of the House Oversight Subcommittee on Energy Policy, Health Care, and Entitlements, et al have been investigating and will continue to hold the administration accountable where possible.

The only reason I mention height is that it strikes me as being a little odd that when the average height of an American male is circa 5"9/5"10 that the average height of an American President is 6"1. Why is that ?

   Sarah Palin ? I've always found her kind of attractive in a Mrs Robinson kind of way to be honest Kiss And she always seems to be smiling and bubbly and everything [in a vacuous kind of way, obviously] - she'd make a great tv weather girl thats for sure.

But would I vote for the woman to be president of (arguably) the most powerful nation on Earth ? No chance.
   In fact I'm staggered that its even a remote possibility. The woman would clearly struggle to get her head around the rules of hide and seek - let alone the intracacies of the US economy.

The New York City Police Department’s massive and controversial intelligence and analytics unit is evaluating whether Google Glass is a decent fit for investigating terrorists and helping cops lock up bad guys, VentureBeat has learned. The department recently received several pairs of the modernist-looking specs to test out.

“We signed up, got a few pairs of the Google glasses, and we’re trying them out, seeing if they have any value in investigations, mostly for patrol purposes,” a ranking New York City law enforcement official told VentureBeat.

“We’re looking at them, you know, seeing how they work.”

The glasses are currently only available through Google’s Glass Explorer program, in which people who interested in acquiring them first apply and then receive notification from Google on whether it accepts or denies their application. Respondents who get the green light must pay $1,500 for the privilege.

The news that the country’s largest police department is eagerly beta-testing Google’s products comes at a sensitive time for the company, given its entanglement in various intelligence-gathering efforts from spy agencies in the U.S. and abroad. Not that Google is happy about that: Google chairman Eric Schmidt blew a gasket when it was revealed that the NSA was routinely hacking into the company’s servers to spy on customers, as outlined in documents leaked by former NSA contractor Edward Snowden.

A spokesman for Google said the company was not working with law enforcement agencies on the project and that the NYPD likely acquired the glasses through the Google Glass Explorer program.

The prohibition and attempted eradication of drugs can be a nightmare for the climate and environment. Particularly in Latin America, the fight against drug production has led to deforestation, widespread contamination with toxic chemicals, and contributed to a warming climate.

Part of the problem is when drug war policies unintentionally destroy non-drug plants that should be converting CO2 to oxygen and slowing warming. Colombia uses aerial fumigation with glyphosate herbicides, popularly known by the trademark Roundup, to kill coca crops that are used to make cocaine. But glyphosate doesn’t just kill coca. It’s designed to kill any plants it comes into contact with. And since planes have sprayed 1.6 million hectares with clouds of the herbicide between 1996 and 2012 — in the world’s second-most biodiverse country — the amount of unintended plant destruction is huge due to imprecision and human error. The Colombian government received 6,500 public complaints in 2002 alone for destroyed food crops, environmental damage, and harm to human health.

Fumigation is only the beginning of the deforestation. As drug producers are driven from their growing sites by eradication efforts, they go deeper into remote forests and national parks. Drug cultivators abandon land that’s been clear-cut and often poisoned by herbicides to cut down new forests, and they don’t just clear land for coca. The cultivators also need clear land to grow food, and to build roads, houses, and even airstrips. Without access to safe disposal or any regulation to require it, drug manufacturers dump toxic chemical byproducts wherever they can, polluting the land and water.

It’s the ultimate in going green. An environmental science professor is making a 33-square-foot dumpster his new home for the next year.

His name is Dr. Jeff Wilson, but since embarking on this journey, he’s now going by Professor Dumpster.

He teaches at Huston-Tillotson University in Austin, Texas, and received his Ph.D. from Harvard.

The goal is to embrace energy efficiency, and to prove that it is possible to live on a smaller scale — a much smaller scale.

This whole project revolves around using one percent of what an average American uses: one percent of the water, energy and waste.

“We really needed some sort of excitement around science, sustainability and technology,” says Wilson.

He says the idea came to him over two years ago. Since then he’s been recruiting a world-class team of professors, scientists and environmentalists to make his idea a reality.

“My hypothesis is that my life will be better,” Wilson says. “I’ll be fulfilling a richer life by living a smaller life.”

The Obama administration is considering an extension of the president’s decision to let people keep their individual insurance policies even if they are not compliant with the health care overhaul, according to two top industry officials.

Avalere Health CEO Dan Mendelson said Thursday that the administration may let policyholders keep that coverage for an additional three years, stressing that no decision has been made. Policymakers are waiting to see what rate hikes health insurers plan for the insurance exchanges that are key to the overhaul’s coverage expansions.

“The administration is entertaining a range of options to ensure that this individual market has stability to it and that would be one thing that they could do,” he said.

Avalere Health is a market analysis firm, but Mendelson said his company was not advising the administration on exchange policy. He said he has had informal discussions with administration officials about the extension, but he didn’t identify them.
