Why? If the quoted post is not insubstantial or breaking any rules, it should not get deleted.
You're asking the wrong question. If you quote post A (i.e. directly reply to it) in post B, and post A gets removed, then post B would be replying to something that does not exist. Similar things happen when people reply to spam, the only difference is that the bots get nuked. As an out-of-context example: If someone signs a message, I quote it (so it would stay even if he edits/deletes the post), he deletes it, my post gets deleted too?
That's a special case example.
As a example: If you just deleted the quoted post, my post would not make any sense at all.

Of course a lot of people have access to the required equipment and have the required knowledge to try something like this. If it was easy to do, someone would have done it at least once already. However, the paper is rather interesting as it describes a lot different scenarios and proposes some solutions. BIP 151 is supposed to encrypt the peer-to-peer traffic to make individual analysis harder.

It wouldn't make sense to not be able to open a savings account in your name because everyone has the right to open such an account even children.
Who says that you have that "right"? You will have to pay for everything: money transfer, withdrawal and account maintenance fee. It doesn't matter if you use that account or not.
It comes down to the country. I have a bank account somewhere where you don't pay any kind of fees if there are no transactions in the month. BTC is simply another currency, why can't banks add BTC into their forex list? That will be an interesting move.
