I don't think there is a particular time to buy that is good. You just have to look before you leap,  in other words study well before you invest,  invest in feasible projects and with good and standard project with good development not just overhyped coins

As a newbie you can invest in bitcoin or altcoins if you have enough fund to do so but if otherwise join bounty campaign though you can do signature bounty campaign yet because of your level but you can do social media campaign such as facebook, twitter, telegram and medium.

With all indications cryptocurrency market will end on  a positive note this year.  The bull run hasn't started yet but when it does it doesn't take up to two or three months before it reach all time peak in price.  We might have something similar to what it was last year

Its not going to affect bounty hunter negatively,  it's going to make efforts of bounty hunters worth the while because the ban of cryptocurrency ads on facebook and twitter is a sort of control measures to chase fake ICOs.  It's okay to have few projects with good prospects than bunch of fake and scam ICOs
