Well, any project that truly wants the best for its investors and potential clients wouldn't want a situation that involves public scrutiny and mistrust. They had to pay because they simply don't want any form of bad reviews. Cartesi especially already has a binance listing and breaching the trust of bounty participants will likely put them in the bad spot and could even command some sort of sanctions from binance and that will mean a loss in interest from its investors. It isn't surprising that they have decided to fulfill payments.

Of course... There are still a lot of decent altcoins in the industry and market currently doing well Irrespective of how the market has been reacting recently. CoinMarketCap has an extensive array of resources and one of the most trusted sources of cryptocurrency information in the industry due to its reliability, simplicity and recognition. Recently, the binance acquisition of CoinMarketCap has further cemented its position as the top coin directory. Most crypto projects go to CoinMarketCap for listing due to its importance to their projects.

Scamming generally can be attributed to enormous greed and impatience. The saying goes, "if it is too good to be true, then it most certainly is". People get to fall for cheap and avoidable scams because of greed and the thought of making a quick buck. This plays on them and then they lose their sense of critical and logical reasoning. Once this happens, they get exposed and subsequently get manipulated into releasing sensitive details or assets and that becomes the end. If people can actually curtail their greed, I am more than certain, there will be a reduction in the number of scam occurrences.
