There seem to be 2 chains. The only thing I can think of right now is that the connections time-out when synchronizing. By default a peer has 5 seconds to answer to a request.

60 Seems to be the last blocks are slow at this moment. To the people spamming names they are not getting confirmed because the server restart missed some of your transactions. The best way to solve this now is to redownload the blockchain.
