Nobody is replying because there is no answer to that question.
There are 3 companies that make ASIC's for Bitcoin mining

Avalon - SOLD OUT batches 1, 2 & 3 - This means that you can't buy one until they decide to make more
ASIC Miner - Mining with their equipment, not selling it - This also means that you can't buy one
BFL - Taking their sweet ass time - You can buy one, but have to wait in line for it with the 1,000's of other people that have pre-ordered

Those are your current choices.

EDIT - You can't build your own ASIC rig either

You going to have the following?
- reedudant internet connections with diverse paths?
- halon fire suppression
- environmental controls
- deisel power generator

all this is supplied when use a server collocation service.

These are all super critical, however. You can't expect a startup to have everything in place on day one.
What you may expect is that he invest profits from the first few months into this new equipment.

Ideally he would lure in his first 10 customers with discounted prices, buy tht new stuff and then charge everyone the new price.

You want to get the same amount of BTC back and you're asking for that after the exchange rate increased a lot. For government issued money it's possible to do that, because it's being printed all the time, but paying with bitcoin and asking for a refund of the same amount is like asking to get your gold/silver back after the exchange rate increases. Could you make a company and handle this after Bitcoin goes up by >%500 ? I highly doubt it.
+1 - I think the drawing a parallel to gold may actually help get through to this guy. That might be a bit of a stretch, but you have a good point.

I did cancel but only because I purchased a higher model and it was less than a week from the original order Smiley  Decided on the 30GH/s model instead of the jalapeno.

The ONLY web based wallet I would recommend is https://blockchain.info/wallet

As far as I know that is the only web hosted wallet that allows you to maintain control of your private keys.  If I am mistaken on that fact, I'd appreciate knowing what other web hosted wallets provide you with sole control of your private keys.
