As far as I know, the Berlin upgrade will not directly reduce the fees, but it is an important step before the developments that will lead to this. We have to hold on tight until ETH2.0 comes.

Monero focused on privacy and they remain as good privacy coin for over a years now, this is the real meaning of cryptocurrency, to have a transactions anonymously. Bitcoin on the other side will still allows you to remain private, as long as you don’t deal to any centralized wallet which asked you a KYC most of the time.
There’s a lot of Bitcoin address that we didn’t know who owns it, so I guess it is still Bitcoin for me over Monero but of course if there’s a chance to invest on this two, do it.
