I think these two clubs really deserve to be on this list next to West Ham and Roma too. Overall, that is the main factor that Dortmund always fails to dominate Bayern Munchen in the Bundesliga, even though last season they finished with the same number of points but they lost on goal difference. Regarding their transfer policy, I don't think they will change it and will continue to do it, I mean continue to sell their star players even to their eternal rival club Munchen. In line with you, if they don't release the names you mentioned, Dortmund has the opportunity to win a trophy either in the Bundesliga or in the UCL.

Tottenham have started the new season brilliantly. They have won most of the matches of the season and are unbeaten so far. They have faced some tough opponents in the first eight matches but still managed to perform well against those tough opponents. Tottenham's next opponents are a bit easier than them so it will be easy for them to get full points in the next matches. Manchester City will be their toughest opponent in the next six matches and they can earn full points in the remaining matches. The way they are moving forward, they are going to do a lot of things this season that they haven't been able to do in previous seasons.
I'm starting to think whether Tottenham has a chance to win the EPL this season, for me the chance is no bigger than Man City and Arsenal. Even though we know that Ange Postecoglou's squad is unbeaten in the eight matches they have played, I doubt they can be consistent until the end of the season. It is true that if you look at the next five matches, Tottenham will find opponents who are somewhat easier, but Chelsea and Wolves have the potential to stop them from getting full points.

Regarding Man City, I think Pep can bring his squad back to winning ways, even though they have difficult opponents in front of them.
