I think he meant strategy instead of rules, if you have a strategy in a game like poker and you are good at it then you could in theory win, but it is difficult because everyone has their own strategy and even if you are good sometimes luck is not going to be on your side.

Not sure why these casinos are creating ICOs, as if the investing on the house was not enough already. I guess they want to keep hold of the money for themselves and give the investors the power to withdraw their investment from their casinos. This way these casinos do really own the investment and they only have an obligation to pay dividends.
They to distribute the ownership of the casino to all token holders, This is the safe way for them to not forced closed/bankrupt. I think someone already post the guide on claiming bitcoin cash on electrum.
