Give the reward on your platform an lock it for at least six months, so that people who did not participate in the sale, can't withdraw for dumping. Binance users haven't lost anything since Binance promises to cover all the losses from their storage. You can't be sure about the legitimacy of a project, so can't say that. You can say IEO has a greater chance to be legit compared to ICO.
