Scammers are not lazy they are even more industrious and hardworking than bounty hunters because they can spend a lot of time trying to cheat and cheat people to make money. they are hardworking but in the wrong way they do it. so they must be punished

Yes its better to have an escrow to make sure that the package is securely deliver to the person  in other country although you should make sure that the person that gonna deliver the package should be surely trustful also its more expensive but you can adjust your payments then if it is successfully delivered to the person he/she will gonna have some trust to you and it can be order an item to you again and again
