It's the same issue as I have here. The miner ends up being loaded in "dynamic memory" and mines really slowly. You can see this in GPU-Z. Haven't found a fix yet.

It's not like 51% in a pool is that big of a deal, since the miners could just drop out if an attack happened, but I plan to keep registration closed until the pool is in the 30% range and close when it gets to 40%. It's better to have some distribution among pools to support the coin, especially in case of downtime, etc.
It's a pretty big deal. Most miners don't pay attention to what share of the network their pool belongs to. If an attacker managed to somehow gain access to the pool's servers and wait until the pool went over 51%, they could easily screw over the network.

I believe efficiency is measured the other way around, meaning the PSU can output 850w but will draw 1000w from the wall. Otherwise you're pretty spot on!
The most important thing for GPUs, like you said, is to look out for is the PSU's capabilities on the 12V rail(s). If OP's PSU can't output 720w on the 12V rails then it doesn't matter what output it's rated for. Either way I think he's cutting it pretty close. 720w for the GPUs leaves 130w for the rest of the system. PSUs age, too, so their output decreases over time. That might be the issue.

The 2.7 SDK gave me a lot of troubles with compiling new .bins. Try uninstalling it and installing 2.5 or 2.6 instead and delete all .bin files in your miner's folder and try again

Running 5 GPUs at a time shouldn't be an issue, it's been done before.
Try completely uninstalling everything with the AMD install manager. Reboot and search for any left over amd .dll files in system32 or other places. Delete them manually, there tends to be a few left over. Reboot again. Check device manager to see if it's still showing error 43. If it is, uninstall the card through its properties menu and reboot. See if windows update picks something up (the found new hardware dialog?) Then, reboot again and try installing AMD drivers again.
I had the same issue when I was trying to use an HD5870 and HD4850 at the same time. Basically a shuffle of uninstalling AMD and Windows drivers eventually resolved it, and there was never anything wrong with the card or my motherboard.

In the start menu, right click on Computer, click Properties, click "Advanced system settings" on the left, click "Environment Variables" in the Advanced tab, find GPU_MAX_ALLOC_PERCENT and click delete. Reboot.
