The reason why this will not work is because most video games are hackable, and thus most people participating in such a thing will be using hacks against people playing normally in order to rake in the cash.
I've seen the development of some operations like that but that was mostly the reason why it didn't work out.
You can bet money on pro league games. These are not hackable as both teams/players are sitting in the studio and using computers provided by the organizers.
