From page 7 of the Business Overview:

-   In case of the maximum ICO funding cap not being reached, tokens distribution (bounty,
SONM team, SONM ecosystem) is proportional to the number of SNM generated during the ICO.

Edit: to clarify. If it does not hit the cap, those tokens are never created. The distribution (bounty, SONM team, SONM ecosystem) is proportional to the actual amount created.

But the SNM\ETH rate on the ICO will be fixed = 606 SNM \ 1 ETH

Also there will be bonus scale, so early ICO investors will receive bonus SNM tokens, according to the bonus percentage at the moment of the deposit to the ICO
