O que eu entendi até agora é que o Bitcoin está fora desse "cesto" de moedas, mas suspeito de duas coisas:

1 - estão muito quieto sobre o ETH, e algo me diz que estão prepando algo voltado somente para o ETH, como foi com XRP, afinal ETH é o segundo marketcap, tem Tether rodando no ERC assim como várias outras coisas

E tem algumas questões interessantes, como o caso da Coinbase, se a empresa tem tanta coisa errada como o SEC acusa, por que o próprio EUA vendem seus BTC pela corretora?

Estou torcendo muito pra Coinbase e Binance ganharem essa batalha contra o SEC, e se houver uma vitória pode ter certeza que pode dar uma disparada nos preços.
Agora eu acho bem difícil conseguir ganhar algo contra o SEC (não impossível, mas difícil)
