You can buy bitcoin with Payza ,you just need to verify your account by uploading id and bank statement.
Here’s how you buy Bitcoin with Payza:
1.In your Payza account select “Withdraw Funds” on the top navigation bar and then select “Bitcoin”.
Select the currency (Balance) you wish to use, enter the Bitcoin address for your wallet, and enter the amount you wish to withdraw, then click “Next”.
Verify the details, enter your Payza Transaction PIN and click “Withdraw” to complete the transaction.
Even though a Bitcoin withdrawal takes 1-3 business days to process, your exchange rate will be locked in at the moment your transaction is created so you don’t need to worry about price fluctuations changing the amount of bitcoins you’ll receive. Note that currently you cannot buy Bitcoin with funds added directly to your Payza account by credit card.

And from where I can have the funds if not from the credit cards?

Yes you can sell BTC to payza too. they charge some fee I think 2% so it's not taht costly.

I am surprised at this. Is the fee waiver temporary or permanent? Is it for debit cards or credit cards as well?
It would be tough to imagine credit card companies not charging fees.

I think debit/credit cards companies are waivering the merchant fees for accepting payment face to face through a card swipe machine. For online usage, they'll still charge.

I don't think. What I know swipe card company charge around 1.25% to 2.5% according to volume of month in merchants.

Nope only 1-2 deal once he delay 7-8 days for sending fund till that I never dealt with him.

Did you send him it? Sounds like he doesn't plan on stopping scamming anyone soon. What's his skype? You can get his IP if he's online but he might be using a proxy or something.

No I did not sent because I can't send WU because of Indian govt. rule. We can only receive.

He is still online on away mode.
