How can you be sure? In normal cases, at the most 5% or 10% of the employees may be corrupt. But still the vast majority may be against corruption. What we need to do is that we need to terminate the corrupt ones after identifying them and then redistribute their salaries among the honest ones.

We need to stop listening to the scare stories about the end of the earth.
