President Vladimir Putin has ordered free land handouts in Russia’s Far East should be provided with minimal infrastructure. On Monday, he signed a law offering land plots of 1 hectare (2.5 acres) to citizens for free.
“We should work with regional authorities, so that land plots are allocated in areas with at least minimal infrastructure,” Putin said on Wednesday while meeting with Russia's Far East Development Minister Alexander Galushka.

According to the minister, the infrastructure could be provided to a group of twenty land owners. He said that since the ministry has announced the idea of land development, people have started applying. They suggest cooperation of about 200-300 people, said Galushka, adding that then the provision of infrastructure becomes possible, even if it’s not a highly-developed one.

The Minister also said that the Cabinet is preparing a bill on lowering electricity prices in the Far East to the average cost in Russia.

The idea of a so-called ‘Russian Homestead Act’ was first proposed in early 2015 by the presidential envoy to the Far East Federal District, Yury Trutnev, who suggested offering large plots of land for free to anyone willing to resettle to the Russian Far East to start a farm or business. The program is one of the initiatives aimed at boosting the economy in the region.

Anyone is entitled to apply for up to hectare of land in the Kamchatka, Primorye, Khabarovsk, Amur, Magadan and Sakhalin regions, the republic of Sakha, or the Jewish and Chukotka autonomous districts.

The land can be used for any lawful purpose but can only be rented, sold, or given away after an initial five-year period. Foreigners are also allowed to use the land, and the registration of full property rights is only possible after the naturalization of potential owners.

That's horrible! Comedians should have the right to say whatever they want, I think even in ancient Rome and in Russia during the reign of the one of the darkest czars in its history they had the right.
Death toll of St. Bartholomew's Day massacre: From 5,000 to 30,000;
Results of Ivan IV's policy: ~3,000 executed and ~10,000 died from the plague.

So, these "darkest czars" were innocent children in comparison with catholic monarchs. Ancient Rome and Medieval Russia were more democratic than the most of european countries ever will be.

German comedian says Merkel 'served me up for tea' to Turkey

BERLIN (Reuters) - A German comedian under investigation by prosecutors for mocking Turkish President Tayyip Erdogan accused Chancellor Angela Merkel on Tuesday of "filleting" him and serving him to a despot for tea in his first public comments since the row broke.

Merkel drew heavy criticism for allowing German prosecutors to pursue a case against satirist Jan Boehmermann after he recited a poem on television in March suggesting Erdogan engaged in bestiality and watched child pornography.

Erdogan, a crucial partner for Merkel in tackling Europe's migrant crisis, had demanded Germany press charges against Boehmermann. Erdogan is known for his sensitivity to criticism and Turkish prosecutors have opened over 1,800 cases against people for insulting him since he became president in 2014.

Under Germany's criminal code, insults against foreign leaders are not allowed but the government can decide whether to authorize prosecutors to go ahead.

After weeks of silence, Boehmermann pulled no punches in an interview released in part on Tuesday by Die Zeit weekly.

"The chancellor must not wobble when it's a matter of freedom of opinion," he told Die Zeit in the interview, which will be published in full on Wednesday.

"But instead, she filleted me, served me for tea to a highly strung despot and made me into a German Ai Weiwei," he said, referring to the Chinese dissident artist.

The affair, which turned into a diplomatic spat, was a headache for Merkel as it made her vulnerable to accusations she was getting too cozy with Erdogan over a controversial European Union deal with Turkey to stem the flow of refugees into Europe.

Critics had already accused her of ignoring human rights violations and press freedoms in Turkey, a candidate for EU membership, in order to win its cooperation over the migrants.

Merkel is widely seen as causing the problem in the first place because she described the poem to Turkish Prime Minister Ahmet Davutoglu as "deliberately insulting", something she herself has said was "in retrospect a mistake".

Prosecutors in the western German city of Mainz who are dealing with the Boehmermann case said it was unclear when a decision would be made on whether to go ahead with the case.

1711  Other / Politics & Society / Re: The government wants your fingerprint to unlock your phone. Should it be allowed on: May 01, 2016, 11:48:29 PM
No one is obliged to testify against himself. You are not obliged to disclose any details about your hardware and software, it is their work to find out such functionality before going to try anything.

Are you sure about that? Not exactly the same but for example in the uk you have to give passwords and encryption keys if they ask. For anything they think is encrypted even if it is not. Or face years in jail.
Yep, I remember that UK is a land of contradictions... These guys are preaching a lot about freedom, while their own state is run by a totalitarian regime under the guise of faked parliamentarism, without any kind of legal protection of privacy.

https://en.wikipedia.org/wiki/Fifth_Amendment_to_the_United_States_Constitution

In fact, any civilized country has very similar legal framework, which protects its citizen from any attempts of forced self-incrimination. Fortunately, I'm not the UK citizen, here in Russia nobody is obliged to testify against himself, the same is correct for the US as well.
1712  Other / Politics & Society / Re: The government wants your fingerprint to unlock your phone. Should it be allowed on: May 01, 2016, 09:05:53 PM
Generally, verification of either fingerprint or iris is nothing but additional method of authentication. Samsung Galaxy, for example, doesn't allow you to log in through fingerprint verification in case if you have mistaken few times, or if you haven't used it for longer than 24 hours. Password will be requested in these situations.

So, access to copies of the biometric data is not enough, you also need either password or an exclusive access to internal details about hardware. Which is unavailable for US branches of Samsung, HTC, ... themselves, since they have no idea how these chips are working. Unfortunately for clowns in the government, these chips weren't made in the USA.
1713  Other / Politics & Society / Re: The government wants your fingerprint to unlock your phone. Should it be allowed on: May 01, 2016, 08:44:39 PM
You need to share with us that neat trick and on what OS this would work.
That can be a problem due to lack of public access to hardware specifications. But I won't be surprised to see such functionality in the custom firmware for android devices. I wouldn't expect that for samsung devices due to their copyright policy, but it's possible for less restrictive phones such as HTC production.

https://plus.google.com/+ParanoidAndroidCorner/posts

Also if they know you've destroyed evidence that would be a criminal act in America, not sure about Russia.
No one is obliged to testify against himself. You are not obliged to disclose any details about your hardware and software, it is their work to find out such functionality before going to try anything. They're paid from your taxes to do so. So, you haven't destroyed anything, it was all their fault. It's funny but you can issue a lawsuit against them, in order to compensate your moral and financial damage.
1714  Other / Politics & Society / Re: The government wants your fingerprint to unlock your phone. Should it be allowed on: May 01, 2016, 07:40:16 PM
It won't go too far since these fools can be tricked to destroy the data, because they don't know which finger exactly you are using to unlock your phone. For example, middle finger can be used for real unlocking while thumb will only simulate successful unlocking through revealing some false data set and destroying all the real data without giving any messages.
1715  Other / Politics & Society / Re: A German comedian could be sent to jail for insulting the Turkish president on: May 01, 2016, 04:10:29 PM
Erdogan receives funds from the GCC nations such as Saudi Arabia, Qatar and Kuwait (a reward for his Islamization policies in Turkey). He also receives weapons from Israel and the United States. There is no real opposition in Turkey, as most of the rival leaders are behind bars. I don't think what happened to Saddam and Gaddhafi will happen to Erdogan.

Saudi Arabia and Israel supporting the same leader? Something wrong here? Saudi Arabia does not even recognize Israel.  Grin
I guess you didn't understand him quite well. If you think that they're supporting Erdogan due to some sort Israeli-Saudi partnership, then there is a mistake. It's Erdogan who have made few careful deals with Israeli and Saudi leaders, avoiding direct interaction between these two factions.

P.S. When it comes to business, saudis are no worse than israelis. If it's profitable in the short-term, then they're ready to forget about their agenda and make another contradictory alliance. In fact, there is nothing wrong with that.

Дело не в учебе, а клавиатуре. На украинской раскладке нет буквы Ы, из-за этого так и пишут. По произношению украинская И и русская Ы обычно эквивалентны, поэтому такая замена оправдана.
