Countries such as Andorra and San Marino are peaceful because they are located far away from the major urban centers. Most of the population is living in small towns and villages, where there are very few foreign immigrants. The crime rate is low and the education levels are quite high. Having a homogeneous population also helps a lot.

Do you think that only god has the power to punish the criminals? Then what about the judiciary and the cops?
