If this person is a scammer open a proper scam accusation in the correct format in an appropriate section with enough proof and he will be tagged so you won't have to go around chasing this person because you end up spamming the forum.

from what I know with these accounts you cannot load them using a bank account or credit card with different details, so unless you will be using cryptocurrency to load and withdraw from the account it's useless to purchase 1. |
