Bitstamp has minimum of 471 in the 15 min chart. Same with btc-e


EDIT: the second I posted I see the price going sub 470 on Bitcoinwisdom.

Seems there is some delay with their info.

Maybe start with something easier, go with C, move to C++ to learn a little bit about object orientated programming. From there you won't have any trouble learning any programming language.

To the network verify if the transaction is valid, one will need to broadcast the data to the network, and it can't be made offline.
