No, it is a little bit more complicated than that. First of all as newbie you can't really participate in any Signature Campaigns (newbies can't have links in signatures, so theirs accounts promotional value is non existent).
You can trying to join signature campaign when you will become Junior Member (after reaching 30 activity). And you can set your avatar when you become Full Member (120 activity)

Try to search 'Signature Campaign' in service section and see what requirements are for some of them.

What do I do in the meantime?

In the meantime, you should actively participate in the forum and make quality posts. This will enhance your chances of getting in the best Sig campaings
