When buying / selling transactions, the funds will directly flow to the account of the trader who bought the currency. And how will the administrator not get access to the funds? The matter is that at registration the trader will receive a unique key from his account, and only with his help it will be possible to conduct operations with the currency. That is, all accounts will be encrypted, and the administrator will not be able to access them without a unique key. Most likely the unique key will be in the form of a file that will need to be downloaded when connecting to the exchange (but this is only one of the options)
Of course, this case does not apply to finite money. But here developers of payment systems are already entering - verification of purses.
As for the "law enforcement agencies" here it is not strange, but the situation is more complicated, I will introduce the fact that many problems in many countries with recognition and do not recognize Bitcoin.
