Just wait for it but I don't think it is going to get much progress in 2019 as a payment system since the prices fell too much so firstly the prices need to recover and then it convinces people to invest more and then it maybe considered as a payment system looks like a longer process for me.

Yes agree, we have to wait, but when is that time? It's very difficult to answer. Public confidence in crypto is decreasing, and of course, it will hinder this goal. At present, there may be more shops that accept payment with cryptocurrency, but it is not a guarantee for crypto recovery this year. Market recovery is the key to the problem.

The dollar still affects the price of bitcoin. because basically the current value of bitcoin is also based on the dollar and if there is a negative sentiment towards the bitcoin dollar it will get a decline as well

It is clear that bitcoin has a close relationship with the dollar, so the dollar can be said to affect the price of bitcoin. Cryptocurrency and fiat are basically fluctuating when on the market, but the level of cryptocurrency fluctuations is certainly higher than fiat. The dollar is the main standard for exchanging cryptocurrency. Therefore, if the dollar has a problem it will certainly have a good effect on the price of bitcoin.

More than a year ago Merit System was integrated to Bitcointalk forum to make forum messages more informative and quality (or should make it)
That is the question\idea: Why Bounty campaign starters/managers don't use that?
For example it would be an additional bonus for Signature Bounty participants if their message will be merited. It will confirm (in ideal) that the message will be detaily read and estimated and signature will be noticed for sure.

I tried to do this when I participated in translation campaigns. Like, after I successfully completed a translation I asked the managers to merit me because that would help me a lot but.... they seemed to not care. I don't even know how the merit system is doing any good in the forum.

Every bounty manager applies a different system in giving gifts. The merit system will be strange if it is associated with a translation campaign. It is very clear that the merit system in the forum aims to build good post quality.
