As we can clearly see, in the modern world the law written by a person on paper is prone to many vices such as personal gain, the benefits of third parties, bureaucracy, greed, etc. We present a solution: The state created by means of artificial intelligence Futurium, is a neural network of Kohonen based on the blockchain technology . Our main concept: the transparency of the adoption of laws, an open choice of the future development vector, which is solved by all citizens of the Futurium state. Each decision and every law will be recorded in a single chain of events.

Thesis:
   • Futurium - Artificial intelligence implemented on neural networks of vector quantization of Kohonen, using smart contracts for interaction between internal and external elements of the system. AI for decision-making and data entry. And a chain of block for writing and storing data.
   • Idea - decentralization of the management apparatus of society; the exclusion of the human factor in the adoption of laws and control over society.

    The main control over the operation of the system is the people's assembly, in other words, all participants of the system. They take part in the development of new laws and regulate the work of the consuls and the senate through open voting.

    Separation by geographical or political features as such does not exist but there are 4 different locations to simplify the control and decentralization of the AI's work.
Each decision, every action of operators of any stage of the state will be subject to voting by the participants of the national assembly.
