You asked why not to do it in php:
Having the front end be the back end causes some vulnerabilities. See MoneyPakTrader.com rants.
If you separate the two and have the back end do fixed function tasks, you can avoid sql injections.
I would write the back end in vb.net and then have a PHP front end add to a task queue that the fixed function back end program processes, which can't be accessed from the web server.

FYI:
you probably want to stick to CPU mining on a laptop...The GPU typically wont help alot and produces significant heat. Your CPU is going to work well enough.

Now, trying to answer:
Are you maybe working off the iGPU, I know some amd GPU's do that to save power.
