On October 27, 2011,
Falun Gong publications are judged as extremism publications again by
Wuyi District Court of Krasnodar City in Russia.
Russian websites Sova-center.ru and Portal-credo.ru reported it on October 31 and November 2 respectively.


The Court has investigated two Falun Gong books,
 Zhuan Falun and Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China,
and two Falun Gong newspapers, Falun Dafa in the World and Global Human Rights Torch Relay.
, All these materials are judged as extremism publications at last.

 
In August 2008, these above-mentioned materials were also ruled as extremism publications.
 But because of the obstruction from Falun Gong practitioners and its supporters, the higher Court had to annul this judgment.
However, these materials were still put on the list of extremism publications by the Ministry of Justice of the Russian Federation.


This case was put on record again in September 2009, and was postponed because of the personnel appointment of
the Joint Commission on Accreditation of Mentality, Language and Religion in November 2009.

On October 27, 2011, the Wuyi District Court resisted the pressure from all sides, made the same decision again,
which provided formal legal basis for the Ministry of Justice of
 the Russian Federation
to judge Falun Gong materials as “federal extremist propaganda publications”.

(德国之声中文网)广东省十二屆人大四次会议周一(1月25日)开幕,广东省省长朱小丹在会议间隙接受记者采访时首先表示,"他没有李波事件的更多细节。"
香港电台及《南华早报》报道称,朱小丹向记者表示,"一些具体问题可能要去问主管部门……这些个别的一些问题,最终我们要看实际的情况是怎样","相信会有一个事实就是的、公正的评价"。

朱小丹还称,"我不相信任何一个个案会影响粤港之间的整体关系。一定不会。"

同时出现会议现场的还有广东省公安厅常务副厅长李庆雄。当被记者问及港人在"李波事件"问题上担心越境执法,公安厅是否要出面澄清时,李庆雄回应说,"没有什么好解释的。"

在被追问港人没有回乡证是如何入境等问题上,李庆雄则拒绝回答,"不知道、不了解。"

拥有英国护照的李波是香港铜锣湾书店的股东之一,也是书店5名失踪者之一。这家书店专门出售被中国当局列为"禁书"的政治出版物。12月底,李波在香港失踪。
据多家港媒报道,李波的妻子在家中找到了李波的回乡证。而香港入境处也表示,没有李波的出入境记录。致使外界猜测,李波是被内地执法人员"绑架"回大陆的。
 
广东省两位高官对该案做出回应的前一天,香港警务处周日(1月24日)在其网页公布了"警方接获李波最新信件"的消息。李太在信件中称,李波身体健康,精神良好,现在是以证人身份协助调查。两人会面后,李波将一封'致香港特区政府警务处'的信件交予李太,代为转交香港警方。信件内容跟之前的信件大致相若。就会面地点及李波协助调查案件的详情,李太并没有进一步透露。

目前,经中国当局证实的失踪者下落的只有两人--李波和不久前在央视"认罪"忏悔的桂民海(报道称桂敏海)。

Authorities in the northwestern Chinese region of Xinjiang have jailed a Han Chinese rights activist for 19 years on subversion and spying charges after he openly criticized government policy in the troubled region.

Zhang Haitao was handed a 15-year prison term for "incitement to subvert state power" and five years for "providing intelligence overseas" by the Intermediate People's Court in Xinjiang's regional capital, Urumqi.

He will serve 19 years in total in a sentence that one overseas rights group described as "extraordinarily harsh."

His wife Li Aijie, who was informed on Jan. 18 of the court's decision and had just given birth to the couple's baby son, told RFA she was "stunned" by the sentence.

"I am really just in a state of shock right now," Li said. "I just went and kicked up a huge fuss at the court, calling them shameless."

"Even shameless people should have some limits," she said.

Li said she had expected a sentence of perhaps 2-3 years, based on the jail terms of six years handed down to prominent rights lawyers Pu Zhiqiang and Guo Feixiong.

"Now they have sentenced my husband to 19 years in prison," she said. "This government acts without reason. Is it just because he is in Xinjiang?"

"Do they hand out heavier sentences in Xinjiang?"




Critical articles online

Zhang was accused of "incitement to subvert state power" after he posted articles online that were critical of Beijing's record in Xinjiang, home to the mostly Muslim Uyghur ethnic group, and where hundreds have died in a string of violent incidents in recent years.

The court said it had handed down a longer jail term because Zhang had "colluded" with overseas organizations.

According to the Chinese Human Rights Defenders (CHRD) network, which collates reports from rights groups inside China, such a lengthy jail term is usually only used in cases where the defendant is the "ringleader" of a subversive group.

By comparison, jailed Nobel peace laureate Liu Xiaobo is service an 11-year sentence, while other prominent dissidents have received sentences of between seven and 10 years on the same charge, CHRD said in a statement on its website.




'Weak evidence'

Zhang was initially detained on June 26, 2015 on suspicion of "picking quarrels and stirring up trouble," but the charges against him were later changed to the more serious subversion and spying charges.

"[This] suggests weak evidence against the activist and even the possibility of a coerced confession," CHRD said.

It said Zhang had frequently posted online his opinions critical of government policies and comments on current events, and gave interviews to overseas media, as well as writing articles for a human rights website.

"These activities have been cited in the court verdict as evidence for 'providing intelligence overseas,' which stipulates a sentence of not more than five years 'if the circumstances are minor'," CHRD said.





Heavy sentences

Zhang's lawyer Li Dunyong said he too was shaken by the length of the sentence.

"I had guessed maybe 11 or 12 years," Li Dunyong said. "But here in Xinjiang, a lot of things are unpredictable."

"It's like an independent kingdom out here, not like the rest of China, and ... they hand down heavy sentences to Uyghurs and Han Chinese alike here."

"The charges were basically based on stuff he wrote online; there wasn't much evidence otherwise," he said, rejecting the spying charges.

"He's just a regular guy," Li Dunyong said. "Where would he get his intelligence reports from?"

He said he had advised Zhang to lodge an appeal.

The detention and televised "confession'" of Swedish human rights worker Peter Dahlin on Chinese national television shows Beijing is increasingly willing to extend its crackdown on rights activists beyond its borders, activists said on Wednesday.

Dahlin, 35, appeared on state broadcaster CCTV, saying he had "hurt the feelings of the Chinese people," on Tuesday, sparking concerns that the ruling Chinese Communist Party is increasingly targeting foreigners in an ongoing crackdown on rights activists and lawyers.

His nongovernmental organization (NGO), the Chinese Urgent Action Working Group, had trained and supported some of the hundreds of rights lawyers who have been targeted by the government in a crackdown since last July.

Speaking on Wednesday, EU ambassador to China Hans Dietmar Schweisgut said the bloc's members are "deeply concerned" about Dahlin's detention on suspicion of "endangering state security," which came after the effective expulsion of French journalist Ursula Gauthier, who had questioned Beijing's policies in the northwestern region of Xinjiang, home to the mostly Muslim Uyghur ethnic group.

"We do hope it’s not representing the new normal yet," he told a news conference. "But we do see an extremely worrying trend, and that’s why all these cases are taken extremely seriously."

Dahlin, who is being held at an unknown location, was shown on CCTV dressed in normal clothes but looking tense and speaking in a stilted manner.

"I have violated Chinese law through my activities here ... I have hurt the feelings of the Chinese people. I apologize sincerely for this," he told the camera.

Swedish foreign ministry spokeswoman Anna Ekberg said the ministry had "no response" to make to recent Chinese media reports regarding Dahlin.




Crackdown spreads

Hong Kong activist Richard Choi, of the Alliance in Support of the Patriotic Democratic Movement in China, said the administration of President Xi Jinping now appears keen to extend its nationwide crackdown on rights activists far beyond the nation's borders.

"Now they are enforcing their so-called laws beyond their own borders, to the extent of detaining a foreigner for endangering state security," Choi said. "This is a growing trend."

"Of course, the thing that's going to alarm people is the fact that China's human rights record and legal system are far from perfect," he said.

"Now, that's affecting not just mainland China, but overseas as well, including people who aren't Chinese citizens," Choi said.

Choi said the crackdown on human rights activists and lawyers appears to be continuing and growing worse.

"Human rights activists in mainland China are entering a winter of discontent," he said. "Hong Kong is also feeling the effects, with the disappearance of the five booksellers from Causeway Bay Books."

Causeway Bay Books store manager Lee Bo, 65, was last seen at work on Dec. 30, while four of his associates, publisher Gui Minhai, general manager Lui Bo, and colleagues Cheung Jiping and Lam Wing-kei have gone missing since October.

Gui holds a Swedish passport and was apparently detained while on vacation in Thailand.




Chilling effect

Australia-based democracy activist Qin Jin said the recent detentions will likely have a chilling effect on anyone linked to human rights work in China.

"It will, of course it will," Qin told RFA. "They treat anyone who helps the Chinese people fight for their rights as if they are interfering in their internal affairs."

"This is a new definition the Chinese government has arrived at," Qin said.

He said even people working overseas will now likely take Dahlin's experience into account.

"Xi Jinping's aim is to 'kill the chickens to frighten the monkeys'," Qin said. "They are sending a warning beyond their borders, while at the same time keeping up the pressure [on activists] at home."

Hong Kong-based researcher for Amnesty International Patrick Poon said Dahlin's televised confession falls below international legal standards.

"He may be willing to sit there in front of a camera and say he did something wrong, but this has to do with the correct way to handle evidence," Poon told RFA.

"It is hard to see how they can handle his case fairly now."

Poon said the authorities have so far given no details of Dahlin's legal status.

"On what basis did they lock him up, and why aren't they making this public now?" he said. "There is no basis in any reasonable law, nor in international law, for them to do this."

"We call on the Chinese government to communicate clearly on this matter, and explain why it hasn't done so to date."
