There is no real qualification process of the ICO experts on ICO bench. You would see the same ICO Experts as advisors of the upcoming ICOs. They will collect their fees and leave investors biting the dust.
Some of the latest genuine projects like Crypterium bank did the same thing what you explained. They will not be dip into the funds until a milestone is hit and verified.
