What do you mean? You can buy and deploy smart contract only for ETH.
If you mean tokensale so terms of possible tokensale will be announced in the future.

Yes you can. For today all the smart contracts on the platform are free (except Multisiganture Wallet and Smartz token). However for deployment any of the smart contract you will need to pay for the Gas.

You can deploy smart contract in the Ethereum testnet as well. It will be absolutely free.
