Is debit card a weak way of buying btc? If so, what are the other methods generally used to buy btc from experienced btc users?

I am new to bitcoin, I have managed to set up a wallet on blockchain and on coinbase.
I am also aware of bitaddress and how to upload my wallet to blockchain.

That said, can anyone explain to me the cheapest method of buying BTC?
Also, what is purpose of buying / saving BTC?

How do people go about trading BTC?

Should I be using  an online BTC wallet when buying & storing BTC and what one is best if so?
 
If anyone could give me an inspiring newbies crash course as to why i should be buying BTC and uses / purposes of it along with strategy and practical educational info I would very much appreciate it.

What happened::
I attempted to buy a bet365 account from the accused, he claimed he would sell me one from the UK for 80 euros.
I paid him 40 euros in BTC up front and the other 40 to be paid upon my receiving the account and being satisfied.
After 3 days still no account, he claimed this was because of easter so things were moving slow, after 4 days  he gave me a bet365 login to try, i logged in, UK account however postal address still pending approval. He asked if i would send him the other 40 now and i said I would wait for full verification before i will send the outstanding amount and retrieve details for skrill/email etc.

2 days later, today I logged into the 365 account to find the verification had failed. I messaged him and asked for a refund as i no longer wished to to be messed around, I had lost all faith and was frustrated with the service I had received. Without response he removed me as a contact from skype

TLDR; Scammed me 40 euros on pretense of selling me a bet365 UK account, tried to scam me a further 40 euros in process for total of 80. He is still active attempting to sell accounts.

Still have received no account.
He has now removed me as contact on skype when i asked for a refund

I have paid 40 euro btc already as was told he needed half payment before creation of account. It has been 2 days and still not received account, this is said to be due to easter holidays. I will vouch once I have received my account. So far very unhappy with the long wait.

He has said I will be discounted 20USD as apology for the delay.
I will verify again once account is my my hands and I am satisfied.
