If they were lost after you arrived in the US, it is possible the TSA might have randomly searched the luggage and taken the chips because they couldn't figure out what they were. Usually they leave a notice in the suitcase when they do this kind of thing, but not always.
Do they cut locks? Yeah, I have had locks cut on my cases when traveling abroad but I had a a notice left in my case saying they searched it. They took out a bottle of shower gel for some strange reason.... |

That doesn't really sound too good. If he does do that, no one should use that person as escrow until; his main account comes back on of course. Yeah of course don't do any trades, he could even give it a scammer tag or something or a under title saying DO NOT TRADE. |
