Security = Keep user accounts safe from hackers who steal funds or deny service.
Solvency = Keep your site solvent so you won't have to steal funds or deny service.

If you're talking about the old wallet version 0.3.24, you can't set a password or encrypt.  On the new wallet 0.8.6 you can.
