If so, then why are only 6.3 billion coins available during the ICO?
What will happen to coins that remain unsold during the ICO phase?
Is there a plan to list the coin on exchanges right after the ICO? If so, then why since the ultimate purpose I guess is to encourage actual use of the coins and not speculation...

Does one need to download a new wallet to start staking?
No, wallet version doesn't matter, just keep it open and unlocked for staking. 24/7 running is not mandatory to get staking rewards, but by doing this you support the network and increase your luck. Do I need to add any nodes to accelerate the syncing process? Adding the nodes would accelerate the process yes. Do you know how to find your Signatum.conf file? The one in your user > Appdata folder for Signatum. Do you have it created yet even? If you do then you just need to add these nodes to the bottom of the file, save it and then restart the wallet and you should see some faster syncing times (that worked for me).
