As of now, there is no signature campaign that he can join. It was like 3 days ago my account was newbie and I was not able to find signature campaign to enroll. I found some but no available slots. So he is asking for free bitcoins then faucets would be his best choice for now while he's working to rank up here in the forum.

I think there's no signature campaign accepting newbie ranks. however, you should rank up within 2 weeks. or just buy a member account (they're sold in the digital goods section https://bitcointalk.org/index.php?board=93.0 ) - as long as you play by the rules and don't spam, you should make profit very fast.
