Для реализации пула нужно, чтобы награда за блок попадала в распоряжение администрации. Тут же ситуация другая, поскольку награда начисляется в виде отрицательной комиссии, объединяясь со сгенерировавшими её средствами. Да и в целом в пулах как-то смысла нет, ведь пользователь наперед знает момент времени, когда ему будет пора создавать блок. Какой смысл объединяться с кем-то и делить награду в таком случае?

Реально, и ничего особо магического в доступных только для PoS адресах нет. Но для этого нужен будет хардфорк, который введет новый тип транзакций. Со следующим более-менее масштабным обновлением реализуем.

I'd say that this figure is quite comparable with situation in the EU. By the way, there are some migration figures.    Or even more funny  More than 5% of free Ukrainian citizens are living in the totalitarian Russia.  Please, try to dedicate some time for education. That would be much more worthy than spending this quite limited resource for making another ridiculous statement.

Russian law is very different from European and culture.
Civil code is nearly identical, it's based on the same roman law. Socialist-style modifications took place in the 1920s, but changes are relative minor. However, a law enforcement system is quite different sometimes... Our police is has no right to use firearms against unarmed people, unless it's proven that specific person is armed. Control is pretty strict, that's why many police officers even don't carry the pistols... They prefer to use batons or stun guns due to greater safety and efficiency.
