А Латвия в SEPA? Если да - то наверное конкуренты давят.
SEPA есть, но перевод стоит минимум 5 LVL ($10), даже если сумма 1 бакс. К тому же он идёт 3 дня.
В Латвии мой обменник единственный, но Bitcoin здесь пока мало известен.

Bitcoin is not a currency by legal meaning, so they would need to ban any barter made without government issued fiat currency. It is almost impossible, or U.S. became new North Korea.

If BitBills become popular and widely accepted, it is almost guaranteed that someone will counterfeit them. Hologram is bad protection, there are many services which can make any hologram for small fee. And when fake Bitbills will appear for sale online, nobody will accept them anymore. I think Bitbills issuer must think about security hardening, when it is not too late!

It's called due diligence. We have a multi-stage process, and this is part of it. Not blocking IPs would signal that we don't care, or that we aren't doing everything in our power to block American players.
Using geolocation database, e.g. MaxMind, will be enough.

In the US, fraudulently gathered evidence is inadmissible.
In Russia and Eastern Europe it is the same de jure, but I can tell many examples where courts accepted these evidence.

I repeat, why do you block IPs? It is absolute ridiculous! By doing this, you can only minimize probability that U.S. player can register, NOT eliminate it. Even your filter has 99.999% accuracy, chance to register still remains. With power that have USA law enforcement agencies they can easily cheat your filter, register, deposit money and charge you THE SAME you have not implemented any blocking. Give me 2 BTC, for them I can buy high-privacy VPN account that  provides unique static IP in most countries and is not in any blacklist.

Metric system is more convenient than Imperial, all units are 1000 fold, e.g. 1 km = 1000m, 1m = 1000 millimeters or 1 tonne = 1000 kg, 1 kg = 1000 g. Most counties in the world adopted it, even UK was forced to use double Imperial/Metric labeling.

If FBI want to take legal action against your casino, they can register from non-US private proxy (which is NOT in your blacklist), then claim you illegally accept payments from USA players.

In most countries prosecutor must prove that you was acting illegally (i.e. knew that property was stolen). This is almost impossible, so it is very, very rare when reseller of stolen goods get imprisoned.

There is flea market in Riga, anyone knows that vast majority of goods selling there are stolen (auto radios, cell phones, bicycles etc.). But I can't mention even one person who was imprisoned for this activity. Police regularly make raids, but just confiscate items that legitimate owner described or told serial number.
