There were no Russian soldiers participating in the WW2. There were "Soviet" soldiers. The term "Soviet" includes your country as well (Ukraine). What education is higher the lower the birth rate. This is probably due to the desire of parents to ensure a good future for their children.
Extremely low and unsustainable birth rates, such as those in Poland, Italy, South Korea.etc are not going to help, and it is not a sign of prosperity. Also, the birth rate in North Korea is lower than that in the United States. Not only a question of education. It's a question of hope. I dont think Nazi's are very happy with immigrants, and certainly not allies with them. Although Hitler was "friendly" with muslims in WWII, now they are bigger threat to Europe then Jews, so Nazi's would focus more on them, as you see from all the right winged politicians and their speeches, mostly they are focused on muslim immigrants.
