I am assuming you're looking to buy like BTC or ethereum for a start. If so, it depends where you live, either a local exchange or you can use the well known ones (usually they have higher fees but safe to buy from) something like: CEX, GDAX and Local Bitcoin. After that, if you want to exchange your BTC or ETH to altcoins, you can trade at KuCoin and/or Binance and/or Bittrex, they're user-friendly (compare to Yobit or Etherdelta).

Weirdly enough, but I enjoy reading whitepapers if I want to invest. I look at projects the same as any other work out there, you have to do your job and research if you want to success. Obviously, understanding the road map or reading whitepaper itself won't protect you from ICO scam, but it helped me to avoid some which were obvious scams "especially when they mention this is risk-free investment" or something like that

Definitely not a hack. I don't think there's a well respected exchange would lie about such a lie if it happens. There's nothing to hide if it's an attack, as this would ruin their image and super negative from public relation point of view. John McAfee probably got nothing else to do in his life other than getting paid to tweet whatever he's told to. 

I wouldn't be excited to see low prices as I am still in market  But sure this would be an opportunity to buy more bags and get into coins you've been following at lower prices. Personally, I like to look at coins with solid community and around/below ICO prices, as they're the ones bounce well IMO.

I use MetaMask and Myetherwallet as they're safe and easy to use. I believe as long as you have store your private key somewhere safe you should be good, so highly recommended. If you're willing to spend few $$ I'd recommend ledger nano s.
