Most of the pools I've seen ban botnets. Are there any pools that encourage them, or just don't care?

I got scammed on a paypal/ Bitcoin transaction. Paypal reversed the chagre since I had no proof that the recipient actually received them.

Can't you use Blockexplorer or something and trace them?

I think it's a good thing, because the value of BTC will increase slowly once the cap is hit.

You can try to look for trusted sellers or sellers who have already completed a few transactions with other users. Ask other users about the person you are buying from. This will help you stay safe, hopefully. You can also hire an escrow if necessary.
