Well , they should all claim independence . Autonomous villages. The Russian government recently tried to lure back some of the ethnic Germans who had emigrated to Germany during the 1990s. Don't know how much successful it was.

During the WW2, Dominican Republic was ruled by the infamous dictator Rafael Trujillo, who desperately tried to whiten the predominantly African population. He committed many atrocities against people having darker skin tones (such as the Parsley Massacre in 1937, where some 30,000 dark skinned people were killed). On the positive side, Dominican Republic was one of the few nations which accepted Jewish refugees fleeing the Nazi regime.
