On the contrary, what is your service going to do to attract advertisers and publishers? An ad network can't be successful unless it has people willing to buy ads.

Hello! If your wish is to display text ads, why not ? But why would you prefer to use text ads while CSS ads are way more attractive and eye-catching ? That is your choice.
