Source : https://medium.com/@elombrozo/why-i-support-bip148-4b4c0a9feb4dMining pool operators, and in particular, Jihan Wu and Micree Zhan agreed they would signal SegWit using BIP9 upon the release of the production-ready code which occurred later in the fall, after the third Scaling Bitcoin conference. However, soon after this meeting, Bitmain ceased responding to all my attempts at communication and instead began supporting a fork of the Bitcoin Core codebase that deliberately breaks with consensus rules.
Not being someone to give up so easily, I continued to attempt reestablishing communications. Finally, months later through the help of someone who had contacts in Bitmain, I was able to get in touch with Jihan Wu and arrange for a meeting with all the top mining pools which took place in Beijing in March. In my opening remarks I explicitly stated that I was not there to try to force any decisions on them — that it was entirely in their right to run whatever software they wanted, whether Bitcoin Core or something else. I was there to listen to their concerns and see if we might be able to find some common ground. I also made clear that nothing was to be signed. Any proposals would have to go through public scrutiny and review before any commitments could be made by anyone.
At first I was very optimistic that we had made good progress. And indeed, with a few of the miners present I did forge good bonds and made some great new friends. But almost immediately upon leaving, Jihan Wu reverted to his taunting tweets and bullying tactics. It was as if *nothing* had gotten through to him…he was only interested in playing his game. Mining industries, government targuet ... or MMORPG ? P2P war.

Source : https://bitcoinhardforkresearch.github.io/This is the first of a series of BIPs describing my “spoonnet” experimental hardfork. Recently many bitcoin businesses expressed their requirements for supporting a hardfork proposal. While it is proven to be extremely difficult to obtain community-wide consensus, spoonnet fulfills all the commonly requested features, including deterministic activation logic, strong and simple 2-way replay protection, wipe-out protection, and predictable resources use. A few more BIPs are coming to describe these features.
The activation is purely based on flag day. Since it is very difficult to measure community consensus on-chain, this may only be done off-chain, and everyone switch to the new software when the vast majority agree. This is more a social issue than a technical one. Interesting to read. Technical view. Linked source : https://medium.com/@elombrozo/why-i-support-bip148-4b4c0a9feb4d

On the other hand, you seem to be assuming that there is some kind of clogging of the network that goes beyond spamming. Is it possible that seg wit might address some of the spamming? However, I understand that down the road, spamming might resume because there may be some folks who remain intent on creating the impression that 2mb is actually needed - even with the implementation of segwit.

Segwit2x is a trap : why would you want a 2Mb Block size and 6Mb witness signature ... ?
Because asicboost and others miners industries tricks need this size (of block) to avoid the result of the initial SegWit limitation (limitation for miners, not for the nodes ...).
I prefer SegWit right now with 1Mb Block size and 3Mb witness signatures ...

A large number of users have decided to enforce Segwit activation beginning in August 2017, +using a user-activated softfork defined by BIP148. + +As a softfork, BIP148 is backward compatible with old nodes that don't support it. However, +as usual, unsupporting nodes are left vulnerable to a chain split attack by miners, which +can form a second variant of Bitcoin rejected by BIP148 nodes. + +Bitcoin Knots can either support BIP148 or leave it unsupported, giving the user the end +decision. This is configured using the new `bip148` config file option. Users should set +this option before August, to indicate whether they wish to support BIP148 (`bip148=1`), or +remain vulnerable to a chain split attack from miners (`bip148=0`). Please note that in +this current version of Bitcoin Knots, the default is to *not* support BIP148, but this +default may be changed in a future version, so either way, you should set the option. + +Enabling BIP148 support in August or later is supported, only provided there is either no +chain split, or your node has not pruned blocks from the beginning of the split. + +Further details on the risks of supporting or not supporting BIP148 can be read at: + + <http://tiny.cc/bip148-risks>
