Layer 3 & 4? I've never heard of them, but Layer 2 solutions are mostly a comparison between scalability and security, where reasonable protection is offered in exchange for high speed and fast confirmations.
Most altcoins have low security, and therefore are not decentralized. Adding other layered solutions will reduce the protection of your currencies. You also need bridges, and those bridges are often hacked.

I am not familiar with the details of the situation in Nigeria, but politics is what controls the economy in many countries.
Reducing inflation by economic means takes time, and if the election date is in May 2023, it will not be enough time to bring about a noticeable change, so the easiest solution is to drain liquidity in this way, which will lead to a rapid reduction in inflation.

They are all hypotheses, but regulating the currency needs a healthy economy and is not full of crises, so I am not likely to be this reason.

Escrow service itself is supposed to be guaranteed, so if you suspect 1% that escrow is scam, do not use it.

Where did you get that site? The possibility of recovering it depends on knowing the scammer, and it can be known either by tracking the blockchain (the hardest option) or by knowing the scammer (either about the person who sent you the link or searching for the identity of the owner)
