He is asking me to send first and now not replying when I asked him to use Escrow , basically he ask you to buy his service on Fiverr so he get the money there and you can't proove anything + he tells you that he will send you money on PayPal once you do that

Bro, don't you think that forum admin or moderator should note this issue and keep some limit over it.
I think newbie rank members cannot be given access to lending section till they reach to particular rank like member rank or a full member rank. This will decrease the bunch of threads posted by newbies asking no collateral loans to just spam the lending section.

With the amount of time you've been here I'd think you'd understand no collateral, no loan by now.
Think about it like this, would you lend a random stranger at Walmart $30 for "personal spending" without even getting their phone number or name? It would make absolutely no sense.
