I thought the troops were supposed to pull out? American bases are like an infection that won't go away 
Though the same. Anyway I think that the we have to blame the one who ordered to send the troops there. Surely they could find a better strategy but they chose the easiest one and repeated the same fault in Iraq and of course the consequences will appear later with his successor.
The number of soldiers killed or injured is under estimated you need to count the psychic sequel +++ which cause a heavy health problems and for some social problems (killing others for example).
War is the stupid solution for the world problems.
We should blame bush for all the dead under the nobel peace prize winner? 0bama is the commander in chief of all armies. But not really, according to your logic.

Imagine that Obama now ordered the troops to invade kim's Kingdom (north Korea) and it turns to be a big mess up few months/years after Trump got elected with the envolvement of Chinese, Russian, Japan, S.Korea... So you will blame who exactly? According to your logic it is Trump...
0bama won because he said everything bush did was wrong and, if elected, he would NOT be like bush. He was worse. AND won the nobel peace prize.
Everyone knows 0bama sees more enemies in the US than anywhere in the world. NK is safe.

I told you i don't like him nor care about his Nobel prize (sometimes I ask how they choose the winner, are they deaf and blind?)
Follow me here:
1- usa gave the weapons to taliban and their allies to fight the Soviet.
2- after that taliban and their allies attacked the usa. (well few people still ask questions about this point but let's admit it)
3- mr bush declared the war and sent the troops (he could find another option rather than sending massive troops there)
4- (should we talk about Iraq and the fake proofs? No need to complicate things here (if I am not wrong soldiers that died/injured in iraq are higher, no?)
5- Obama the actual president is blamed for the results of the war, i will not say he shouldn't be blamed at all but reading the history we should say that the first point (1) was a big mistake, (same goes for point 4), and for point 3 they took a fast decision which i don't think it made the world safer!
6- in the future the next president will be blamed too if he will keep soldiers there and they get killed in operations (he may even resend troops if things get out of control...)
Conclusion: you need to blame the whole foreign policy from many years ago (if things will remain the same maybe the future one)
